You may have heard talk on the local news channels that this past week was “crossover” week at the General Assembly.  Today was the deadline for bills that originate in one legislative chamber to be passed out and sent to the opposite chamber. All bills originating in the House needed to pass through any remaining committees and then be passed on the House Floor by the end of business today.

The same was true for bills originating in the Senate. As a result, there were some very heavily scheduled committee meetings and long sessions this week. Monday sessions begin at 7:00 p. m. and adjourn when the calendar is completed. This past Monday there were 30 bills scheduled for a vote.

NC House bill draws fire over contraception rules

A bill broadening so-called conscience protections and the number of employers who can refuse to provide contraception services in health insurance coverage has been approved by a North Carolina House committee.

The bill approved Wednesday allows any medical professional to refuse to participate in an abortion and allows any business to refuse to provide contraception coverage on religious or moral grounds.

The bill expands so-called conscience protections beyond doctors and nurses to include people such as pharmacists and technicians.

The contraception provision expands existing law that exempts religious organizations to any private or nonprofit company.

The bill also outlaws health care plans that include abortion services from future online marketplaces of private plans offered under the federal Affordable Care Act.

Opponents say the bill tramples women's rights.

HB 515 – Amend Credit Union Laws.  This bill addresses various aspects of credit union membership, such as survivorship, joint tenants and accounts with minors.

HB 532 – No Drinking in EMS and Law Enforcement Vehicles. This is an act to make it a crime to operate an ambulance, law enforcement vehicle, or EMS vehicle upon any highway, street or public vehicular area within the state while consuming alcohol or while alcohol remains in the person’s body.

HB 610 – Modify Requirements for In-stand Beer Sales.  This bill reduces the seating capacity requirement and eliminates the population requirement for in-stand sales of malt beverages.  This will amend the General Statute 18B-1009 to allow the sale of malt beverages in the seating areas of stadiums, ballparks and other similar public places with a seating capacity of 3,000 or more (formerly 60,000 or more in cities with a population greater than 450,000) during professional sporting events, provided certain specifications are met.

Secretary of State launches mobile website

The North Carolina Secretary of State’s Office has launched a mobile version of the Department’s website.

The mobile site, m.sosnc.com, allows anyone to search the SOS Corporations, Lobbying Compliance, UCC Debtor, Federal Tax Lien, and Charitable Solicitation Licensing databases from web-enabled smartphones or tablets.

After searching in one of the databases, users can simply pull up PDFs of filings. 

“This puts a wealth of searchable data literally in the hands of SOS customers who need to access the site on their smartphones and tablets in order to save time and money,” Secretary of State Elaine F. Marshall said Tuesday. “Making these databases accessible on mobile platforms is an important step in keeping pace with how our customers are accessing information.”

Ford to host Town Hall Friday night; Warren's week in Raleigh

SALISBURY - Representative Carl Ford (Rowan and Cabarrus) will be holding a town hall meeting in the town of Rockwell, Friday, April 19th, at 6pm. It will be held at the Rockwell Town Hall at 202 East Main St. Representative Ford will be giving updates on current legislation in the General Assembly and then will allow time for questions.

This week the pace has picked up, as expected.  The high volume of bills filed last week in order to beat the House deadline saw close to 300 more bills enter the system.  These bills will have to be heard in their respective committees and pass on to the House floor in order to make their way to the Senate before the “crossover” deadline of May 16.  Bills that fail to make it to the other chamber will most likely not be heard this session of the General Assembly.

Here are a few of the bills that made it out of the House this week………

HB 488Regionalization of Public Utilities.  This is an act to promote the provision of regional water and sewer services by transferring ownership and operation of certain public water or sewer systems that do not function as joint or regional water or sewer systems to a metropolitan water and sewerage district.

Warren supporting non-partisan redistricting bill

SALISBURY - From State Representative Harry Warren: Representative Warren (R-Rowan County) joined the majority of his colleagues in the NC House of Representatives in sponsoring a bill that would change how redistricting is done in North Carolina. Sixty-one legislators, Democrats and Republicans, are cosponsors of HB 606, Nonpartisan Redistricting.

The measure will take the politics out of the process by shifting the responsibility of drawing maps from lawmakers to an independent professional nonpartisan staff.

"What we are doing is good for everyone on North Carolina.  We are creating the most efficient, forward looking redistricting process in the U.S.  North Carolina is gaining tens of thousands of citizens every year and changing rapidly. This bill will help us meet the challenges of ensuring fair representation in a state growing as quickly as we are,” Representative Warren said.

SALISBURY - A bill that would take the Rowan County Airport out of the hands of the City of Salisbury is working its way through the process in Raleigh.

While city leaders are working hard to keep the airport and the revenue it provides, count leaders are intent on taking it back, and they have allies in the state house, namely local lawmakers Harry Warren and Carl Ford.

Warren provided WBTV with his weekly newsletter.  It includes news of the airport deannexation as well as other issues of local and state interest.

The deadline for filing “public” bills with the House Principal Clerk was 3:00 p.m. on Wednesday of this week. As you might expect, a flurry of bills were finalized by the Drafting and Research Divisions. At the same time, the volume of bills in the various standing committees is increasing. The deadline, or “cross-over,” date by which bills that originate in the House must pass and move to the Senate (and vice-versa) is May 16th. Bills that fail to cross over must wait until the “short” session - next May - before any further movement can happen.  However, the short session typically does not address a wide range of legislative subject matter beyond the budget adjustments and some special issue bills or time sensitive ones.
